Sealed bids are invited and will be received by the Town of Canton, on behalf of the Canton Housing Authority, hereinafter referred to as the Owner, in the office of the Chief Administrative Officer, until 10:00 a.m., Wednesday, January 23, 2013 at the Canton Town Hall, 2nd Floor, 4 Market Street, Collinsville, Connecticut, 06022-0168 at which time and place they will be publicly opened and read aloud in the second floor conference room.  The Town of Canton will reject bids received after that date and time.

 

Bids must be submitted on the forms provided in one original and two copies and in a sealed envelope plainly marked with the appropriate title.  The scope of work includes the interior renovation of thirteen living units, the Community Building, numerous site improvements and an emergency generator.  Interior renovation includes the bathrooms and kitchens. 

A non-mandatory pre-bid conference to review the project will be held at 21 Dowd Avenue Senior Housing, Canton, CT, Friday, January 4, 2013, at 10:00 a.m.  All prospective bidders are urged to attend.

 

A satisfactory Bid Bond or Certified Check, in an amount equal to ten percent (10%) of the base bid, shall be submitted with each bid.  The Bid Bond shall be made payable to the Canton Housing Authority and shall be properly executed by the Bidder.  A 100% Performance, Labor and Material Bond is also required.  All sureties must be listed on the most recent IRS circular 570.


Attention of bidders is directed to certain requirements of this contract which require payment of Davis-Bacon wages, and compliance with certain local, state and federal requirements.  This is a Federally funded project.  Award of this contract to the lowest responsible bidder is subject to execution of an Assistance Agreement between the State of Connecticut and the Town of Canton under the Small Cities/Community Development Block Grant Program.


The Information for Bidders, Form of Bid, Specifications, and other contract documents may be examined at the offices of the Town of Canton, 4 Market Street, Collinsville, CT - Monday: 8:15 am - 4:30 pm; Tuesday: 8:15 am - 4:30 pm;  Wednesday: 8:15 am - 6:45 pm; Thursday: 8:15 am - 4:30 pm and  Friday: 8:15 am - 12:00 pm, and obtained for a non-refundable fee of $30.00 per set, made payable to the Canton Housing Authority, beginning on Tuesday, December 18, 2012.  All bids must be sealed and submitted in triplicate and in accordance with the enclosed Bid Form and the Drawings and Specifications and delivered to the Town of Canton by Wednesday, January 23, 2013 at 10:00 a.m. at which time they will be opened and read aloud.


Bids, to receive consideration, must be in the hands of the authorized representative, no later than the day and hour mentioned above.  The Canton Housing Authority, as Owner, reserves the right to accept or reject any or all bids; to waive any informalities, or; to accept any bid deemed in the best interests of the Canton Housing Authority.
