4/29/2020 - COVID-19 Property Tax Deferral Program

 

Town of Canton COVID-19 Property Tax Deferral Program

On April 15, 2020, the Canton Board of Selectmen voted to adopt a tax deferral program pursuant to Governor Lamont’s Executive Order 7S. 

Tax Deferment Program:
This program allows Canton taxpayers to delay payment of taxes on real property, personal property or motor vehicles and sewer usage bills due between the dates of March 10, 2020 through and including July 1, 2020 for ninety (90) days from the date that they become due and payable, without interest or penalty. 

The effect of this program is the equivalent of an extended grace period. The last day to pay the April 1, 2020 second installment of sewer usage without interest is extended from May 1, 2020 to July 1, 2020.  The last day to pay the July 1, 2020 tax installment without interest is extended from August 3, 2020 to October 1, 2020.  In order to ensure sufficient tax revenues to pay expenses in the first quarter of the fiscal year, the Town encourages all who have the ability to pay within the normal 30 day grace period to do so. 

Landlord Eligibility Under the Deferment Program: 
Pursuant to Executive Order 7S, in order for a landlord, or any taxpayer that rents or leases to any commercial, residential, or institutional tenant or lessee, to be eligible for the Deferment Program, the landlord must provide documentation to the Tax Collector (a) that the property has or will suffer a significant revenue decline related to the COVID-19 emergency or (b) that commensurate forbearance was offered to their tenants or lessees.  Commensurate forbearance means either (1) a deferral of 25% of rent for the ninety (90) days from the due date; (2) a deferral of one month’s rent to be paid over the ninety (90) day period; or (3) forbearance substantially similar to (1) or (2) as determined by the Tax Collector. The landlord must provide documentation evidencing proof that tenants have received forbearance or that the landlord has actively offered forbearance to the tenants or lessees.  The Tax Deferment Program application can be obtained HERE. The application will also be available at the Canton Tax Collector’s Office once the town hall reopens to the public.  The application and sufficient supporting documentation must be received no later than July 1, 2020 either (1) via email to the Tax Collector at csilansky@townofcantonct.org or (2) via USPS and postmarked by July 1, 2020 or (3) in person by July 1, 2020 at the Canton Tax Collector’s Office, Town Hall, 4 Market Street, Canton contingent upon Town Hall being open to the public prior to July 1st.  

Tax Escrow Payments: 
The Governor’s Executive Order 7S does not affect those tax payments that are paid from escrowed funds by banks on behalf of the Town of Canton’s taxpayers. The financial institutions and mortgage servicers holding property tax payments in escrow shall continue to remit property taxes to the municipality, so long as the borrower remains current on their mortgage or is in a forbearance or deferment program, irrespective of the borrower’s eligibility for or participation in the Deferment Program.
